    There's a theory out there saying that rightists are too lazy and
    witholding water will make them work hard for a change.

    In Texas and Alabama they with hold water and even brought back the
    whipping post to teach the rightists a lesson if they don't work hard.

    Clarence Thomas calls it part of a great Southern Tradition!
