    That sounds like either Windows trapping the right click without passing
    it on to the browser or the browser passing it on to Windows instead of
    the site. It may be that some browser add-on such as Noscript is
    responsible for "protecting" you.

    First step would be to switch off any browser extensions and failing
    that to try a different browser.

    The alternative would be to try a better OS.
