    He managed to get a flotation device to her but then emergency officials
    had no equipment to pull her back to the shore..


    Even the almighty State cannot always have the equipment
    to perfectly handle EVERY situation EVERYwhere EVERYtime.

    People tend to seek "remote places" in Hawaii - which just
    exacerbates the situation. It's kind of like the people
    who climb Mt. Hood ... weather/wind and often very precarious
    locations sometimes make quick rescue impossible. Basically,
    go out into the wild and you have to assume you're ON YOUR
    OWN - rescue MIGHT be had, or NOT.

    They didn't say exactly WHY she was dead, apparently having
    got into a little raft kinda early on. Hypothermia ? Blunt
    force trauma ? Too much dope ?

    Oh, and did "defund" logic also cut into the rescue-force
    budget ?

    Well, let's form a plan ... entitled little WokieSocialists
    aren't allowed to leave the city limits from now on :-)
