"Because discrimination based on caste is already prohibited
under these existing categories, this bill is unnecessary,"
Newsom said in a letter to California state lawmakers posted
on the website of the governor's office.

"For this reason, I cannot sign this bill," he said.

    . . .

If he wasn't gonna be the DNC candidate he WOULD have
signed it - just for Wokie brownie-points.

However he WAS correct here - 'caste' discrimination
is already within the scope of Cal and US law.

'Caste', mostly an Indian thing, was and kinda is one
way of 'organizing' society. Long back it probably
promoted "stability". These days it holds back many
    who could make significant contributions.

The British "class system" was/is vaguely like the
caste system - though more oriented towards protecting
the wealth/authority of the "upper class" than about
    "social stability/organization".
