    That's how it works.

    A few places, Portland is an example, essentially
    legalized all drugs. This caused a range of problems
    too - but the same kind/LEVEL of problems ? That's
    still up for debate. May take another year or two
    worth of data - and objective analysis - to reach
    a verdict.

    A lot of the most dangerous aspects - to the public -
    from the dope trade revolves around a human psychological
    quirk - the "perception of SHORTAGE". How'd the old
    song go ... "If you want it, here it is, come and
    get it - but you'd better hurry 'cause it may not last"

    The dopeheads worry about being deprived, and will
    go to extremes to prevent that. It means stealing
    and cheating, victimizing and killing. The dealers
    also worry about getting arrested or cut out - and
    there are similar consequences.

    Another quirk of human psychology - if you want
    anything to be SUPER popular, just BAN it :-)
