I recently heard a lecture from an expert who designed 3 tier technologies for the United Nations that one of the components was an identification system for refugees to identify those people who have no ID. One of the suggestions was a ring pendant or
tattoo on the body. Also mentioned was a link between the financial system and legal documentation.
