    CALLING ALL THE NEW RADIO AMATEURS

    The SARL Newbie QSO Party is a fun activity to encourage all NEW radio ama teurs to become active and make phone QSOs on 80, 40 and 20 metres. The
    first leg of the QSO Party is on the air from 08:00 to 20:00 UTC onon Sat urday 2 July 2022. The exchange and the scoring depend on the length of ti
    me that you have been a radio amateur.. Get the rules on page 35 of the 20
    22 Blue Book.

    RADIO ZS CELEBRATES 75 YEARS IN JULY

    Thank you to Gert, ZS2GS and Martin, ZS5ADL for your photos. Thanks to
    Pierre, ZS1HF; Pieter, ZS3PG; Anette, ZR6D and Nico, ZS6QL for yo
    ur articles for the 75th Anniversary issue. The editor has received a nice
    article about the Pretoria ARC, it would be nice if other Clubs had don
    e the same. Louw, ZS6LME is working on his article. Members and Clubs ar

    e format. The closing date is extended to Tuesday 28 June 2022.

    ICASA CEO AGREES TO A SARL/ICASA WORKSHOP

    On Monday last week representatives of the SARL and ICASA met in a virtual
    meeting to discuss the many outstanding issues. ICASA provided feedback o
    n the progress made in the development of guidelines on changing legacy li censes to the new system and how to register for a new license and how to
    update the system. ICASA told the SARL that they have taken a holistic ap proach ensuring that the video guidelines will cover all aspects and class
    es of licencing. ICASA agreed to confirm the date of when the guidelines w
    ill be available and supply the URL. ICASA confirmed that a licence applic ation can take up to 60 days to be completed. Once registered on the syste
    m and a licence issued all other actions can be done by the licence holder
    online, including licence payments.

    The SARL requested that a face to face workshop be arranged so that the SA
    RL can explain the various facets of amateur radio to the many new employe
    es at the Authority and to resolve the many outstanding issues that date b
    ack to before the lock down in 2020. The CEO agreed with the SARL proposal
    and requested the SARL to prepare a detailed agenda and back up paperwork
    so the right ICASA employees can be directed to attend the workshop. No d
    ate was agreed. The SARL will supply ICASA with three possible dates.

    The question of Type Approval was briefly discussed. It appears that ICASA
    has finalised the new regulations but is now consulting with other organi sations such as SA National Accreditation System (SANAS) before gazetting
    the new dispensation. This is not expected till March 2023. The SARL expr essed its dismay in the long lead times.

    The lack of an updated version of Annexure I of the Radio Frequency Regula tions was again brought to the attention of the CEO. There is currently a
    discrepancy between the agreed 160 metre band allocation and what appears
    in the National Radio Frequency Bandplan. The SARL has on several occasio
    ns pointed this out to ICASA during the draft stages and on publication of
    the final plan. The CEO requested the SARL to resubmit correspondence.

    Not all items on the agenda were discussed as only one hour was allocated
    for the meeting. These items will be placed on the workshop agenda. The S
    ARL was represented by President Nico van Rensburg, ZS6QL and Hans van d
    e Groenendaal, ZS6AKV, SARL Manager Regulatory Affairs.

    CLUB NEWS

    The Sandton ARC has moved its Power Hour Tech Talk to the last Thursday of
    each month. The next Power Hour Tech Talk will start at 18:45 CAT on Thur
    sday evening, 30 June. Noel, ZR6DX, is our special guest and he will
    be showing and telling us everything you need to know about logging, or
    at least this is what we think he will be doing during our first ever hyb
    rid Tech Talk using Zoom, the 145,700 Sandton repeater and EchoLink vi
    a ZS6STN-R. For those connecting via Zoom, the link is available in the
    SARL upcoming events diary and on the ZS6STN Facebook page. Please come a
    nd spend the Power hour with us and join the conversation.

    The Boland ARC RAE Class A course via Zoom runs from 16 July until 15 Octo
    ber 2022 with the RAE exam on Saturday 22 October 2022. The recommended Cl
    ass A course lasts 12 weeks with one extra session for questions and answe
    rs as well as a mock exam. Sessions take place on Saturdays at 10:30 - 12:
    30 CAT. As part of the course, you are expected to learn how to operate
    an HF station in a safe manner without interfering with others. The pract
    ical HF Assessment will take place at the Boland Club meeting in August 20

    CONTEST NEWS

    The ZS5 QSO Party is a fun activity to promote contacts between radio amat
    eurs in Kwazulu-Natal and radio amateurs in Southern African countries. Th
    e aim for stations outside ZS5 is to work as many ZS5 stations as possible
    ! The QSO Party is on the air from 14:00 to 15:00 UTC on Sunday 3 July 202
    2. ZS5 stations will exchange a RS or RST report and the name or abbreviat
    ion of their town, while all others will exchange a RS or RST report and
    their provincial or country abbreviation. The QSO Party is a phone and CW
    contest on the 40-metre band. Take note of the contest free segment in th
    e phone allocation. Submit your MS Excel log by 21:59 UTC on Friday 8 July
    2022 by e-mail to zs5contest@harc.org.za (mailto:zs5contest@harc.org.za)

    Nineteen logs were received for the SARL Top Band QSO Party held from 8 to
    12 June 2022. These 19 logs contained 490 QSOs between 63 stations from 2
    4 different grids. All the QSOs were made on phone as no CW QSOs were list
    ed in any of the received logs. The 63 stations are made up from ZS1 - 0;
    ZS2 - 3 stations; ZS3 - 4 stations; ZS4 - 6 stations; ZS5 - 4 stations; Z
    S6 - 45 stations and V51 - 1 station.

    PROPAGATION REPORT

    Hannes Coetzee, ZS6BZP, reports that the solar activity is expected to
    be at low levels. There are currently 4 sunspots with simple to slightly
    complex magnetic configurations visible. There is a high possibility for
    C- and low probability for M-class flaring. If you want to do your own fr equency predictions, the expected effective sunspot number for the week
    will be around 52. The 15 to 30 m bands may provide some good DX fun, e specially in the late afternoon. Please visit the website spaceweather.san sa.org.za for further information.

    OKOSA SE HOOF UITVOERENDE BEAMPTE STEM IN TOT 'N SARL/OKOSA-WERKSWINKEL

    Verteenwoordigers van die SARL en OKOSA het verlede week Maandag in 'n vir tuele vergadering vergader om die talle uitstaande kwessies te bespreek. O
    KOSA het terugvoer gegee oor die vordering wat gemaak is in die ontwikkeli
    ng van riglyne oor die verandering van nalatenskap-lisensies na die nuwe s telsel en hoe om vir 'n nuwe lisensie te registreer en hoe om die stelsel
    op te dateer. OKOSA het aan die SARL gesê dat hulle 'n holistiese be
    nadering gevolg het om te verseker dat die video-riglyne alle aspekte en k lasse van lisensiëring sal dek. OKOSA het ingestem om die datum van w
    anneer die riglyne beskikbaar sal wees te bevestig en die URL te verskaf.
    OKOSA het bevestig dat 'n lisensie-aansoek tot 60 dae kan neem om voltooi
    te word. Sodra dit op die stelsel geregistreer is en 'n lisensie uitgerei
    k is, kan alle ander aksies aanlyn deur die lisensiehouer gedoen word,
    insluitend lisensie-betalings.

    Die SARL het versoek dat 'n werkswinkel van aangesig tot aangesig gereÃ
    «l word sodat die SARL die verskillende fasette van amateur radio aan di
    e talle nuwe werknemers by die Owerheid kan verduidelik en om die talle ui tstaande kwessies wat dateer van voor die inperking in 2020 op te los. Die
    HUB het met die SARL-voorstel ingestem en die SARL versoek om 'n gedetail leerde agenda op te stel en papierwerk te rugsteun sodat die regte OKOSA-w erknemers aangesê kan word om die werkswinkel by te woon. Geen datum
    is ooreengekom nie. Die SARL sal OKOSA van drie moontlike datums voorsien
    .

    Die kwessie van Tipe-goedkeuring is kortliks bespreek. Dit blyk dat OKOSA
    die nuwe regulasies gefinaliseer het, maar nou met ander organisasies s
    oos SA Nasionale Akkreditasie-stelsel (SANAS) konsulteer voordat die nuwe
    bedeling in die staatskoerant bekend gemaak word. Dit word eers in Maart
    2023 verwag. Die SARL het sy ontsteltenis uitgespreek oor die lang aanloo
    p tye.

    Die gebrek aan 'n bygewerkte weergawe van Bylae I van die Radio Frekwensie -regulasies is weer onder die aandag van die HUB gebring. Daar is tans 'n
    teenstrydigheid tussen die ooreengekome 160 meterband-toewysing en wat in
    die Nasionale Radio Frekwensiebandplan verskyn. Die SARL het dit by versk
    eie geleenthede aan OKOSA uitgewys tydens die konsep fases en by publikasi
    e van die finale plan. Die HUB het die SARL versoek om korrespondensie wee
    r in te dien.

    Nie alle sake op die agenda is bespreek nie aangesien slegs een uur vir di
    e vergadering afgestaan â-‹â-‹is. Hierdie items sal op die wer
    kswinkel-agenda geplaas word. Die SARL is verteenwoordig deur President Ni
    co van Rensburg, ZS6QL en Hans van de Groenendaal, ZS6AKV, SARL Best
    uurder Regulerende Aangeleenthede.

    s alles wys en vertel wat jy moet weet oor logboeke, of dit is ten minst
    e wat ons dink hy sal doen tydens ons eerste hibriede Tegniese Praatjie oo
    it op Zoom, die 145 700 Sandton-herhaler en EchoLink via ZS6STN-R. Vir d
    iegene wat via Zoom inskakel, is die skakel beskikbaar in die SARL se ko

    Die Boland ARK RAE Klas A-kursus via Zoom duur van 16 Julie tot 15 Oktober
    2022 met die RAE-eksamen op Saterdag 22 Oktober 2022. Die aanbevole Klas
    A-kursus duur 12 weke met een ekstra sessie vir vrae en antwoorde asook '
    n skyn-eksamen. Sessies vind plaas op Saterdae van 10:30 - 12:30 SAT. As d
    eel van die kursus word daar van jou verwag om te leer hoe om 'n HF-stasie
    op 'n veilige manier te bedryf sonder om met ander te steur. Die prakties

    en hul provinsiale of land afkorting sal omruil. Die QSO Partytjie is 'n
    foon- en GG-kompetisie op die 40-meterband. Neem kennis van die kompetisi
