    Who can't vote? It certainly is not in Florida.
    We have unrestricted vote by mail, they even pay the postage.
    If anything, the process is too loose. Anyone can request a ballot and
    send it in, even if they are not the voter. The only cross check is
    the signature compared to the registration and that is pretty loose.
    Voter registration is also very loose. You don't need much to
    register.
