That is the clickbait headline - but the FIA said that the offence was "minor"

It's not about racing it's about "A procedural breach is not an overspend, but rather a failure to fill in forms correctly. Williams were also found guilty of this and fined $25,000 earlier this year.".

I thought the procedural breach was something separate to what RBR were identified as doing?

Time to let RBR make their case about why this finding is wrong, and then debate the impact later.

Ferrari said something along the lines of $5m = 0.5s lap time.

In the context of last year if RBR over-spent then it may have actually contributed
to the drivers outcome, which is a shame as a line needs drawing under that.

Well if that is coming on top of the amount they already spend too much, its making the offense even worse.

Aston Martin had a procedural breach.
Williams had an earlier procedural breach which was corrected.
RBR had a procedural breach AND a minor overspend breach.

So only one team has been identified as overspending, but we don't know if this was $7 or $7m
at this stage. We do know it was not more than about $8m as it is a "minor" breach.
