Several to choose from but Perez I think takes it.

Tip of the hat to Norris and Vettel.

What happened to Russel? He qualified well then starts from the pit lane and goes nowhere slowly.

Sure. Yes, Perez is a very valid choice. 2nd to the lead and
    then withstand pressure all day.

Tip of the hat to Norris and Vettel.

    Ahhh,
Norris did very well to finish 4th, and his out of favor
team-mate Riciardo did very well to come in 5th.
Between them they vaulted McLaren to jump past Alpine
into 4th for the Constructors Championship.

Vettel let his team mate Stroll lead him home, (6th, and 8th).

What happened to Russel? He qualified well then starts from the pit lane and goes nowhere slowly.

Probably PER. He survived multiple SC restarts and kept LEC at bay for
the whole race. That, on a track that never really fully dried up even
for slicks. He also managed to pull a large enough gap at the end to
make sure that if a penalty arrives that he won't trip over it.

That hit didn't look hard enough to damage his car. And if it was that damaged why leave him out and put time on the powertrain?

That is an advantage when you are in front. Once there was a dry line
for slicks, passing became near impossible without the leading driver
    making some sort of imprecision.

I guess? But I think that's just the nature of the track. Being able to
keep the car in front despite of those conditions is laudable at the
    very least.
