Is it possible to have an iPhone 12 mini to talk from my iPhone typings
while on the phone call for being deaf?

I believe that setting only reads what's already on the screen, it
doesn't necessarily do text-to-speech.
Ant: I believe what you might want is RTT/TTY Relay Call https://support.apple.com/en-us/HT207033
AFAIK this involves a third party.
There are also several apps on the App Store that purport to do text-to-speech. I can't recommend any of them, because I do not have experience, but you might want to try some out with some hearing
friends, to see if they match the experience you want.
