people are complaining about the best feature the latest SE? i use a
SE 2nd gen specifically because of it's fairly small size.
Because of that the battery capacity is rather limited compared to the
bigger brothers and sisters. My wife bought her SE2020 exactly because
of the form factor.

Apple is apparently back in the business of making cheap[er] iPhones
in its SE lineup, barely a month after analysts thought Apple had
canceled work on the SE 4.

I still prefer minis. Is Apple bringing those back?

I think that the fear Apple had is that if they make
their low-end phones too good then it will cannibalize sales of their high-end models.
But by not having an entry level model they lose out on
potential services revenue. You really can't sell a $400 phone with an
LCD screen anymore so moving to OLED was a given.
The SE4 was
predicted a while ago, I didn't even realize that it had ever been put
on hold.

It's also a good way for them to test out their 5G modem. As long as it supports C band then the lack of mmWave is not a big issue, after all,
mmWave isn't supported on the iPhone 12, 13, 14 sold outside the U.S..

No.
The size of the SE4 will likely be the same as size of the Xr and the
11. 6.4mm wider, 11.5mm taller, 1mm thicker, than the SE2020 and SE2022.
