If we had 12 million in 2015, does not seem beyond reason that 8 years
later it could have climbed to 16 million. Given it went up by 1/2 million between 2014 and 2015....
At that rate 16 million is entirely within projections and that isn't even allowing for the massive surge in illegal immigration of the last 2 years
