| threat, the FBI emphasizes the seriousness of the threat, stating,

| grave threat to the economic well-being and democratic values of the
| United States."

| The FBI clarifies that the threat is not the Chinese people or
| people of Chinese descent or heritage but comes from the programs
| and policies pursued by an authoritarian government. Distinguishing
| the difference between economic migrants from China and those loyal
