    | But critics raised concerns when House leadership announced plans to
    | bring the bill to the floor earlier this month. Rep. Yvette Clarke
    | (D-N.Y.), chair of the Congressional Black Caucus's Immigration
    | Taskforce, argued in a letter to colleagues that phasing out per-
    | country caps without raising the overall number of visas would
    | disadvantage African and Caribbean immigrants.

    | The American Immigration Lawyers Association, which represents more
    | than 16,000 immigration attorneys, hasn't backed the bill because of
    | concerns that it would harm applicants from countries other than
    | India and China. The American Hospital Association also urged
    | lawmakers to reconsider the bill's approach, warning it would
    | negatively affect immigration of nurses.

    Would Kevin McCarthy and Mitch McConnell had been able to deliver
    this gift to the Cheap Labor Lobby except for fractious ethnic
    lobbies unwilling to allow .IN and .CN to blow up America's visa
    and green card system?
