control: reassign -1 installation-reports

From a live distro, inside installed distro, I created the file /etc/modprobe.d/blacklist.conf with the content

blacklist dell-smm-hwmon

Now the notebook boots ... and hangs without showing the previous message, without showing any error or interesting message.

The buildd.debian.org pseudo package is for bugs concerning the build
daemons infrastructure, which is responsible for building packages from
source for all architectures. It has nothing to do with the installer.

I am therefore reassigning this to the installation-reports package, for
you to get more chances to find people helping you.
