If I go to the Time Machine prefs and look at the exclusions, my SD card
is on the list. I did not put it there, and I cannot remove it.
I frequently put a tarball from it on my (backed up),
but I shouldn't have to.
Nonsense. Time Machine was *never* marketed as a backup utility for
anything other than Apple file systems on Macs. If you want to back up
other file systems, use suitable backup software for those file systems.

That is correct.
I frequently put a tarball from it on my (backed up),
Not sure what that means, but putting the data onto a drive is the
answer.
but I shouldn't have to.
and you base this statement on what, exactly?

From a quick glance, it appears that Time Machine doesn't back up
volumes that are formatted as foreign file systems (e.g. FAT, ExFAT).
Wow, that sucks. And is not a smart design.
I don't remember for sure, but I think I formatted it HFS+.

First, on reasonable design.
Second on "all your files" in https://support.apple.com/en-us/HT201250

For Macs, yep.

"all your files" Not.
Common sense tells me "all your files" doesn't include files that are
not on my Mac, like files on your floppy disks, CDs, DVDs, and yes, also Windows-formatted USB sticks. And the fact that Time Machine *will* back
up Mac-formatted USB sticks is a mere bonus.

Whatever. You're just looking for someone to blame for your own mistake.
It's up to you to back up your data.
