    Seems like the next generation doesn't have the collecive memory of the
    Gestapo and Stazi, and mandatory reporting will be coming in for all
    offences. I think other countries, like China, have this already.

    Largely due to the fact that the police aren't interested in crime by established business which will well over 99% by value of all crime,
    they need something to do. Typical crime - when working for a
    consultancy was told to bill a client for non-client work. Didn't do
    this, of course.

    Of course suspicions aren't always acted upon, but unfounded allegations
    in the database can be used to blacklist people from specific roles.
