This is due to a recent change in SBBS where all input is, by default, auto-translated to CP437.
Since message subjects *can* be UTF-8, I'll commit an exception for them. But for most other string input in the BBS, it's still true that CP437 is what is expected and not all UNICODE characters can be represented in CP437.
