I think somebody else already suggested this, but maybe you have "Email Per Day" set too low for whatever the new user's initial security level is.
SCFG -> System -> Security Level Values.
It sounds like you're giving new users a security level that has an "emails per day" value that is 0.
Check SCFG->System->New User Values->Level and find the "Email per Day" value associated with that level in SCFG->System->Security Level Values. Sounds to me like it's "0" (no emails per day).

Ok.. I fixed it but not sure how. I changed some of the new user
I'll double check the security settings. Thanks for your speedy reply. I still can't get Ftelnet to work. Does that use any security settings?

Thanks. That was it. I have no idea how it was changed but that was the problem.
