Nope. There never was a vote about the flag. The flag is still in use and
mentioned in FTS-5001.006
There /was/ a vote about promoting FSP-1016.001 to a standard. I voted in favour but the majority of the FTSC members rejected it. And so it ended up FRL-1033.
Not every proposal makes it into a standard.
