There is none that I know of. Fidonet is just the mechanics of getting
it all done. Each echo is owned by the moderator and the moderator is
free to run his/her echo as they please.
In times passed a moderator would ask a bad actor to stop and if that didn't happen would ask the sysop to stop the bad actor. If that didn't work would ask the backbone to cut the feed of the offending systen.
In most cases a feed cut was not needed.
In today's fidonet the feed cut option is not an option.
