Can I use htick on its own without using the rest of the software? I
want to use it with FE and Proboard BBS. If so what would my
husky.cfg look like? Would it just have file info?

It should be possible. You would need to fill in the general husky config options like Name/Sysop/Address/..., all the paths set right, and finally all the if "[module]"=="htick" sections.

I should note that using FE on a node now is not a good idea.
