html-validate.wcx was most probably never in the source as it was in the development / beta zips that SSI pushed out.
In the wcBasic_plus pack the latest version of:
html-validate-user.wcc
is dated 29 September 2009.
I would expect it to also be in the WCL

I had a quick look at SSI's stock solution.
In the current version it only uses
html-validate-user.wcx
there appears to be no reference to the html-validate.* used during the
development phase(s) which some users still use.
