An area called TABLET, or something similar might be good for folks to talk about their phones/tablets and what apps are good and where to get them.
There is no area like that (that I know of) but we could start one if there is interest.

Generally the moderator is the person who creates an area and links with other nodes. Sometimes the moderator will pass an area off to someone else.
Most echoes today don't have a moderator at all.
You could do that if you wanted too. List the area on the elist and I could create the area here and interested nodes could link.

Yup yup, you can find all of the documentation in the elisthlp.txt file in this archive:
http://www.filegate.net/pub/echolist/ELST2108.ZIP
Basically what you'll want to do is create a file called TABLET.ECO (or whatever you want your echo to be named) and then send that FILE to 2:250/1.
The contents of the file (to create the new echo) should look like:
[--- BEGIN TABLET.ECO ---]
SUBJ MOD-ADD
TAG TABLET
GROUP FIDO
FROM Erich B, 1:103/705
PASS SuperSecretPassword
LANG ENGLISH
TITL Discussions about Tablet & Apps
MOD Erich B, 1:103/705
DESC Discussions about Tablet & Apps
GATE Permitted
DIST All Official Fidonet Backbones
[--- END TABLET.ECO ---]
To send the file to Vincent's system varies by BBS software, in my case with Mystic I added his system as a node with a filebox and dropped the .ECO file in there. Once Mystic saw the file, it sent it off to his system and about an hour later I saw the message in the ELIST echo that it was added.
Every 6 months you'll need to "renew" your echo, so keep an eye out on the ELIST echo for an expiry notice. You can just send a minimal .ECO update to renew your echo like so:
[--- BEGIN TABLET.ECO ---]
SUBJ MOD-UPD
TAG TABLET
GROUP FIDO
FROM Erich B, 1:103/705
PASS SuperSecretPassword
[--- END TABLET.ECO ---]
You can also create a TABLET.RUL file as well if you wanted to post the rules of the echo as well.

You don't need to be the operator of a bbs to launch an echo.
Users can be creators/moderators too.
In your case, you should be able to communicate with the Elist

netmail available to you. If you are not sure, ask the sysop.
:D
Then, you can send the initial MOD ADD message that you need to

Hi Erich,
...Greets from my Telegram app!
You illuminated a key point. How to create an echo is not obvious - to a user. A user comes along, sees that no echo seems to exist for a particular topic, and maybe asks for a sysop's assistance to track it down and add it to the BBS. Or.. the user sees there is no echo for a particular topic of interest and thinks "fidonet sucks.. there is no echo for the topic I'm interested in".
But basically, it's a simple matter to just ask. A sysop of your board could help you get started. Then you, as creator/moderator, just need to advertise (eg. via ECHO_ADS echo), or encourage other sysops in the network to add your echo. You're already off to a good start doing just that! :D
Hope this helps!
Ciao!

There have been a couple of Fido echoes that have been
distributed locally - there's nothins stopping people from
connecting to your system to get a local echo. If
anything, it's a nice proof of concept that there's some
interest before going onto the backbone.

What does this mean?
*and* the existence of an echo is automatically published
in its respective .NA file that some bbses refer to see
"available" echos.
The elist and the NAB (list) are not the same thing. The
set of areas in both probably overlap, but are not the
same.
And being in either list doesn't automatically mean an
area is available at your link. You still have to check
the %LIST response.
The initial comms to the bot can be performed at any time, and
some results would come back within an hour or so. If it were
just a "user" requesting to create an echo for a topic of their
interest they would first have to convince their sysop to go
through the trouble to create it and spread the word. Whereas,
the elist-bot method [1] "creates" the echo,
and [3] gets a spot in a .NA file that is distributed to boards everywhere.
The elist and the NAB (list) are not the same thing. The
set of areas in both probably overlap, but are not the
same.
Why be burdened over that distinction? The whole point is to
announce that an echo exists and anyone, NAB or not, can pick
it up if they want.
At some point people interested in participating in an
echo need to consult with their sysop, or a sysop has to
perform the %LIST and request to add it anyway. But the
initial elist-bot process is something anyone could do to get
something started at their convenience.
Why was the elist-bot system even built in the first place if
it wasn't intended to provide a more organized way to create
and announce the existence of echos?
the elist-bot method [1] "creates" the echo,
It only creates an entry in the echolist.
and [3] gets a spot in a .NA file that is distributed to
boards everywhere.
It's only in the .na file that is distributed in the
monthly elist*.zip file. I very much doubt anyone
processes it automatically and have areas auto created
and destroyed.
An elist entry doesn't mean the area exists.
An entry in the NAB's list, means it at least exists on
the NAB.
..But the initial elist-bot process is something anyone

You could see it as a problem to. If anyone can create a
listing for any area, existing or not.

When I ran my bbs, the .NA file served as a fine catalog of
what was available out there.
But with a little more awareness, sysops can be given the
heads-up that elist*.zip is a fine goto package to see what
echos are yearning to be linked up.
An elist entry doesn't mean the area exists.

Ya. Ok. Once again, you nabbed me on a technical issue. But I
am trying to describe a practical convenient system that works
24/7 using the computers that people love to see doing the
things that they were designed for: automation.
An announcement via the elist-bot system doesn't "create" the
echo, but it is an easy way to get the word around,
and the contents are presented in a consistent readible way with all
info contained within. Instead of a long series of public or pm
messages back and forth, everything any sysop needs to know about a potential echo seeking distribution is contained in the elist system
of files.
..But the initial elist-bot process is something anyone
could do to get something started at their convenience.
You could see it as a problem to. If anyone can create a
listing for any area, existing or not.
Everything has potential to be abused.
But talking successfully to the elist-bot provides some assurance that
the creator/ moderator is serious. I doubt that a creator and
potential moderator would want to go through all the trouble of
following the elist language just to be painted as a nuisance.
If you want a new area to get known and linked to, you will have
to announce it manually in selected echomail areas, that is the
only way.
