Now I follow. I need to add an identifier to describe what character
set is being used. What I didn't see is examples of where the
identifier is inserted into the document.

It's on the top of your message, with the other kludges (probably not visible
in your reader). It's normally added by your editor, not "by hand".
So maybe ask you questions in the FTSC_PUBLIC echomail area, or probably even
better to start in the CNET_BBS area, if it's possible to add this kludge line
on outgoing messages?

Sorta like a REM statement in BASIC, or ";" in an ARexx script. Just there
for info, not to be executed? Will an ANSI creator like Tundradraw do this?

Never had FidoNet the last time I ran a BBS in the '90's. Only local mutterings. So yeah, guilty as charged.
