    At risk of drawing their attention to the fact, I've generally found
    yt-dlp works on BBC podcasts, if that's URLs of the form with a string
    of characters at the end.

    It is also missing on the release date at the bottom of that page if I
    check the File on 4 index page.

    The only way to access it is to use the URL you give.

    How do you think I got the URL? I used Sounds on my iPad, went to the Radio
    4 schedule and scrolled to Tuesday 19th. The programme is in the schedule
    at 2000. I selected that, checked it played, and then used the share button to get the URL. Incidentally it is also on at 1700 today Sunday. It’s showing as released on June 2023 because it’s a repeat.

    When I opened the Sounds webpage using both Firefox and Chrome under
    Windows 10 22H2, it was and still is not present, either on the 27th
    June( an entry which does not exist) or 19th September (Ditto). All the
    other 494 File on 4 episodes seem to be in the list, though I didn't
    scroll past the original release date. Those are the only missing entries.

    You may get different results if you are using an app, I don't and can't
    be bothered installing one to check.

    Podcasts are often longer I find.
    I think they have a battle going on between streaming and podcasts. I'm not sure why, as one would imagine the same file could be used for both
    entities. If there is a program that has no podcast, I turn all system
    sounds off, get virtual recorder going then play it on the sounds web page
    or use Lady A to play it using the headphone socket into line in on
    goldwave, which is even easier. Some sounds links one can deduce the actual file name and download it, but the BBC are getting wise to that ploy. Its
    all gathering of data, I'd imagine.

    Reply from BBC: "I found that we don’t have the rights to make this
    episode available as a podcast which is why it is only available to
    stream via the website but available for streaming and downloading via
    the app."

    So they didn't realise this when they first put it up as a podcast.
