They used to have a broadcast radio station but I can't find it. Is it
still available?

The shortwave transmitting stations of Radio Liberty and Radio Free
Europe in Lampertheim and Biblis in Germany do still exist. They carry broadcasts to the Middle East (mainly for Iran, Pakistan and
Afghanistan) and East Africa, see https://www.radioeins.de/programm/sendungen/medienmagazin/radio_news/beitraege/2019/farda_kurzwelle.html.
I am not aware of any shortwave broadcasts by RFE/RL to the Ukraine or
to Russia.

The BBC's first news about this gave the frequency as 4875 kHz, which
was wrong. The Radioworld reference gives:
15735 kHz 16:00 - 18:00
5875 kHz 22:00 - 00:00
I listened to 5875 kHz at 22:00 last night and there was a programme on
that frequency. I am no great linguist, but I would have said it was in
a Chinese langauge, not a Russian one.
