Does the following article, assuming it reflects a true picture really
be so?

Our legal system works on the premise of negligence so if Pfizer have completed their studies as per their reports, why is this required.
Wouldn't this also protect Pfizer against any shenanigans such as (hypothetical) fraudulent reports etc?
