    I worked plenty of Ukraine stations in CQWW CW last month so assume they
    can.

    Thanks - I thought that might be the case, as I heard a piece on BBC
    where a chap kept in contact with family via CW. His callsign was
    revealed, so I assume it might be official.

    in Kyiv. I haven't listened to the full programme yet, so I don't know
    if the operation is legal, although the blurb does say that, at least at
    one time transmission was forbidden.

    According to my log I worked Ivan, UT5LI on 40m back on the 23rd November 2021. He confirmed the contact on qrz.com but his address details are withheld on there, I guess for obvious reasons.

    I've heard D1DX a lot on HF. He's definitely a pirate. Apparently the D stands for "Donetsk People's Republic" but of course that is not an officially recognized country - qrz.com certainly doesn't recognise it.

    Not sure if the restriction on amateur radio operations during the war is still in place. If it is there's certainly a lot of Ukrainian amateurs ignoring it.

    After what happened last week to the 89 Russians who ignored the ban on
    mobile phones, I would expect the Ukraine authorities not to be very
    happy with uncontrolled amateur operations.

    If there ARE some amateurs on the air, might they not be club stations,
    where operation can be responsibly supervised? In the good old USSR
    days, while there were a fair number of personal licensees, I believe
    most operated from clubs.

    Operation need not necessarily be from the home address - and in the
    present circumstances, if it does take place, is more likely to be /P or
    /M.
