Situation: New-to-them iMac, freshly upgraded to Monterey. They’re new to Macs, so have never got any of the artist-formerly-known-as-iWork apps for it. How can they purchase it? The App Store just shows the latest versions which require Ventura, and of course it’s not in their purchase history because they never purchased it. They do have iOS versions, but not these.
Any ideas?

Why not just upgrade them to Ventura?
I'd guess the hardware is too old to run Ventura?
Are we actually talking about iWork '09, or do you mean the current Pages/Numbers/Keynote/etc?
When I got a 2013 MBP it came with them preinstalled. I wonder if there's a route by which you can install the factory OS image (on mine it was Mavericks) which maybe comes with the apps. And then upgrade to Monterey (possibly via intermediate OSes) and see if they stick around. Signing into the appstore may help.
Alternatively, a shortcut would be to install the factory OS, login to the app store and do any available updates from there. Then boot back into Monterey and see if they now show in your appstore 'purchases'.
Another option might be to use OCLP to boot Ventura (on external storage perhaps), 'purchase' the apps, and then boot back into Monterey. It might
be possible to transfer them across from the Ventura image if the appstore won't do it.

an option on apple silicon, but can work on intel.

which part? virtualizing mac os or using iwork '09 in a vm?
i've used various versions of mac os in a vm without issue. i haven't
tried iwork '09, however.
if all you want to do is use iwork '09, an older version of mac os
would be a better choice, given how old iwork '09 is. apple states that
it requires 10.4.11 or 10.5.6 or later.

that's bizarre. vms do not fully support the gpu and that's probably
why, except that nothing iwork does is graphics intensive, making it surprising that would be the cause.
