There's a web site I want to visit, but when I try I get this error

Does that mean I need PHP 5.3.10 to run that version of Joomla, or the
web site? Who's the host, them or me?

It's them - looks like their content management system got updated
and broke a dependency. Is there an earlier version of the site on
    e.g. archive.org that wasn't broken?

Many thanks for that. I'll look on archive, but I suspect I'll just
have to resort to the telephone to contact them.

If it's me, how where do I get it and how do I implement it. AIUI from
the Wiki entry, PHP is a computer language, presumably used for
    writing code. I'm confused.

    I'm using Win7 BTW.
