I do not have a corp license with Baha'i World Centre. Can you address
the refund issue and see if he will tell you what username he is using as
the corp username? For instance - tell him that to file for a refund, you
need to make a note on his account that he is switching access from his username dmoore@bwc.org to access using which username to log into the
site? If the refund is tied to just making notes, then he is less likely
to think that we are tracking misuse of an ind license.

If I can find out what username he is using, I can go after them for corp licensing.

Otherwise, there does not seem to be enough to go on. I first jumped to Mondo22, but noticed that he has a dnr - so I would not know who to go
after. Let me know how it turns out!
