    It's a fact that it's *EVIL* that public high school and university jogging tracks
    are permanently closed and always.

    There are no jogging tracks besides at schools. Making publicly paid for school
    jogging tracks out to be private property, when not in use by school and reserved
    events, is *EVIL* as a fact.
