They shouldn't be able to lay people off, unless their business isn't going to continue as a going concern. They should have to go to a court and get a proceeding similar to a bankruptcy. All the laid off waiters and busboys should
have to remain on payroll, unless the restaurant is going to fail. Restaurants may make more money with take-out, than dine-in, if they don't have to pay for dinning rooms anymore.
There should not be zero job security in the United States.
