General Perception



Here and there across the western world, there is popular belief, that
police and judicial officers and policing in the non-western world are
corrupt, ineffective and take bribes to avert the rule of law, justice
and human rights.



All these claims are untrue, misleading, misinformation, fallacious
and void of fact vis-à-vis the tenancies of the covenant of policing
across western world. For example, the majority of the non-western
world teachers in this field of studies, failed to assume authority in
the field by self-determination in curricula and learning.



Prior to importation of the western factors, they failed to conduct
site research and investigation to review the work of their teachers.
What they teach the non-western world is the same lies, which they
taught them by the western world teachers.




In western worldwide, the truth is that violent and non-violent crimes
are increasing at an alarming and dangerous rate but securely covered
with the assistance of their media, NGOs and opposition group.




In the western world, a sex predator or serial murderer and others
thrive in the society for several years and sometimes forever without
cutting them down or throwing them into the net of the law. Why? The
answer is the purpose of this report base international press
release.




1998 -2003, experienced the first turning point on social policy
research on bribery and corruption base defects in global policing and
justice systems. This group of national and international policy
researchers did uncovered new outlook in this field of study. The
question at issue is limited to "what is bribery and corruption in
western ancient and modern policing and justice systems." The
conclusion via answer is that the western world police officers and
policing and justice system are more corrupt, inefficient and takes
bribes more than non-western world.




Therefore, the publishers preferred question such as, what is BRIBERY/ CORRUPTION IN WESTERN ANCIENT AND MODERN POLICING AND JUSTICE
SYSTEM.




From definition perspective:

reward, such as money or favour, given or offered for this purpose." -

1.b.i. "act of corrupting or state of being corrupt";




1.b.ii. "moral perversion; depravity";



1.b.iii. "dishonesty, especially bribery."

Analysis:




The above definition shows that bribery and corruption is beyond
issuing and taking physical gratifications including money. The report
of the research and investigation shows that there are physical and
spiritual or moral briberies, bribes and corruptions.




The physical and moral bribes are combined to unfold the contents of
these illegalities. The contents are, colour, money, race,
nationality, gender, ethnicity, religion, etc.




During the casework and other focus group work, Canada and Australia
were adopted/ adapted as the principal focus group in the western
world. Reason why the western world maybe compelled to bear the
consequence of the illegal action in these countries is because all
the within problems published by the United Nations and NGOs against
these countries, the western world has not imposed sanction against
them as they have done against the non-western world which scored
lesser human and constitutional rights abuses or violations.





In these countries, colour, race, ethnicity and nationality are the
major corruptions and bribes. These corruptions and bribes would make
police, law courts and other government or non-government officials to
cover or distort crimes and refuse to effect arrest or lay charges or
refuse to answer emergency call.





These corruptions and bribes are visible and authorities in these
countries are not ready to make tougher legislation to improve the
condition. Several innocent people have lost their lives and suffered
pains as result of this moral perversion, depravity and function
dishonesty.




In Canada, in addition to the outrage of bribery and corruption in the
police system also particularly, in the law courts, colour, race,
ethnicity and nationality stand as the basis to offset or downside the
rule of law, justice and human rights.




In Canada and Australia, the police and law courts are made up of over
99.8% white against the strength and weight of the prevailing multicultural/racial structure of the country. The police and the law
courts work as organized cartel to distort, forge and frame up
evidence and statement against non-white to secure conviction against
them.




In Canada, police lay charges in cases affecting non-white without investigation including obtaining statement and evidence from the non-
white. The imbalance eventuated by bribery and corruption makes
governmental counter-terrorism programs more and more difficult for
the western world. In the air and land border crossing, bribery and
corruption



create access for the governmental and non-governmental terrorists
because the western world feels irrationally that only non-white could
be governmental and non-governmental terrorists. This irrational
belief is a big loophole in counter-terrorism activity.




The conclusion based on fact is that colour, race, ethnicity and
nationality base bribery and corruption is more disruptive,
destructive, corrosive, harmful and capable of damaging the police,
policing and justice systems. In USA, UK, France, Denmark, etc.
particularly in the US efforts are being made to outlaw these
dangerous bribery and corruption which is a huge impediment to
globalization, international relation and multiculturalism.
