A. INTRODUCTION

1.a. The appointment of EXT.ADM/BCB’s External Administrators is governed by the voice of all that attended the Biafrans (SE & SS) final Meeting on November 5, 2016 at 9.30 a.m.
1.b. They recommended the action of Financial Regulations Act to be added in the banking Article of the affirmative Commonwealth Bank of Biafra (SS & SE) which will include the structure of the Bank in nature of the major people’s bank to serve the
entire Biafra (SE & SS) communities and people residing inside and outside Biafra (SE & SS).
1.c, The Commonwealth Bank of Biafra (SS & SE) will appoint six (6) External Administrators which will monitor the activities of the Bank from the Biafra (SS & SE) REFERENDUM to entry into office of The First President of Biafra (SS & SE) Hon. Nnamdi
Kanu and the First Vice -President of Biafra, The The Endowed Prof. (Dr.) Phillip Chukwuma Ofume; governors; ministers & commissioners; appointment of Senates and state/federal representatives; etc.
B. FINANCIAL REGULATIONS
2.a. The Council now referenced mouth piece of the members of Biafra (SS & SE) agencies, NGOs, groups, movements, coalition, etc, and same that attended the meeting on November 5, 2016 at 9.30 a.m.
2.b. The meeting agreed in various motion to appoint six (6) External Administrators of international repute who shall watch the operation of the Banking Organization of Biafra (SS &SE) which will be called THE COMMONWEALTH BANK OF BIAFRA (SE & SS).
2.c. In accordance with the principles set out in the Annex of the Constitution of the Federal Republic of Biafra (SS & SE).
2.d. The weight of these regulations and with such other directives as the Board of Biafra (SE & SS) maybe given after the review of the operation taken from the Board and External Administrators members and they will act in the light as directed by
the Board and External Administrator.
C. COST OF RETAINING EXTERNAL ADMINISTRATORS AND AUDITORS
3.a. The cost of retaining such External Administrators and Board shall be a charge on the funds of the Commonwealth Bank Organization of Biafra (SS & SE) and as maybe approved by The First President of Federal Republic of Biafra (SE & SS) and the
First Vice -President of Biafra (SS & SE).
3.b. The members in-attendance of the meeting on November 5, 2016 at 9.30 a.m. agreed that the External Administrators will be appointed for a yearly period, and renewable based on good performance to ensure future continuity.
3.c. In February 2017, the First President of Biafra (SS & SE) and the First Vice -President of Biafra, by Resolution to be set out in the Financial Gadgets of Biafra (SS & SE), will work with the External Administrators that will use any Court of
Audit to appointed one certified Auditor to be the external auditor for a yearly auditor term (2017 to 2018).
3.d. This appointment will be renewed two times based on the good performance of the auditor and his granted office and approved by the First President of Biafra (SS & SE) and the First Vice -President of Biafra.
3.e. If there was dissatisfactory performance, during the running period, the External Administrators and the First President and First Vice-President of Biafra (SS & SE) will be requested to invite competitive tenders from all Member States in Biafra (
SE &SS) for consideration.
3.e. First President and First Vice-President of the COMMONWEALTH BANK OF BIAFRA (SS & SE) will select and approve the selected External Administrators will be forwarded to the First President and First Vice-President of Biafra (SE & SS).
C. MANAGEMENT AND ADMINISTRATION OF THE COMMONWEALTH BANK OF BIAFRA (SS & SE)
4.a. After July 15, 2017 each state interim governors of Biafra (SE & SS) will appoint managers and administrators of the state Commonwealth Bank of Biafra (SS & SE) that will be approved by the governors of Biafra (SS & SE).
4.b. Each Commonwealth Bank of Biafra will have Bank Manager to control tellers officers, loan officers, and branch staff that will handle several activities as required by each of the Commonwealth Bank of Biafra and based on take off and new government
take off requirement.
4.c. Agreed that there will six (6) External Administrators to protect the entry and removal of money from the Commonwealth Bank of Biafra (SS & SE).

D. CONCLUSIONS
5.a. Each of the six (6) External Administrators submissions presents strong points and must be past and active Prime Ministers, Presidents and Ambassadors with good management and administrative experiences to handle operation of money (demand and
supply).
5.b. Good experience in handling of money should, however, be the primary criteria for selection, the second being that of undisputed transparency in managing monetized situation relating to people base money.
