I doubt it, even regarding that the different name might result from a mispelling the possible birthplaces are too different and too far away

all the names (including Hitzner/Heitzner) do not really sound as
stemming from the Palatinate. When Bavaria took over in 1816ff many
young officials from the mainland took the chance to be promoted there
more easily. The main town of offices of the state was Neustadt an der Weinstraße (modern Name) of which Hambach is a part.
I searched the internet for other prior work on the family in Germany; but found nothing. Prior work may have helped to answer these questions:
1. Do any records exist in Germany that confirm Francis left for North America?
if he had officially applied for leaving the country there might be a
copy of the passport. Most people however just left.
2. Do any records exist in Germany that indicate Francis either married or died in Germany and I need to find another connection?
There are marriage and death files, which were at that time kept by the
church (you cite the work of the Saints of the last Days which is mainly microfilming of church records).
