    Perhaps Islam limits curruption in Africa.

    What's the situation in Saudi Arabia with corruption?

    when I visited Egypt [in the old days] it seemed corruption-free,
    compared with SubSaharan Africa.

    Go spend some time reading dictator.africa newsgroup and make your
    decision.

    From previous travel through Africa at the lowest level, the petty
    crime level is simply indicated by the amount of locks and 'bars'.

    Of course "corruption" is just a western concept.
    An african would only feel corrupt if he screwed his own family.
