    The commune Chief, along with his wife, like a mad man when one of their children, a 7-year-old boy, had been missing for four days, went to Lieutenant General Lewis W Walt for help because he believed the kid was kidnapped by the Viet Cong, and then
    suddenly, the kid got out of the forest and ran across the rice fields to return to the village. He ran and cried. His mother rushed out, hugging him to his lap. Both his hands were severed and his neck was worn with a warning sign on his neck. If he or
    anyone in the village dares to vote in the next election, he will suffer worse for his remaining children.

    In another commune not far from Da Nang, the Viet Cong issued similar warnings. All the villagers were gathered in front of the Chief's house, including his pregnant wife and four children to witness VC's brutal persecution.

    The Chief's tongue was cut; his lower cast was also castrated, put in blood-covered mouth, and sewn up.

    While he was dead, the VCs turned to torturing the wife by cutting her belly out with a knife. A 9-year-old child was pierced from one ear to the other by a sharp stick.

    Lieutenant General Walt arrived at a county, a day after it was overrun by VCs and the Northern Army. A number of ARVN soldiers who were not killed on the battlefield were arrested. VC tied these soldiers up and then shot them in the mouth or at the back

    Such acts of terrorism are not sporadic acts but are a result of their intended policy.
