    The corrupt government officials of the Chinese Communist Party and the
    HKSAR government are still using extremely insidious, evil and
    co-ordinated means to damage my health. They can do it to me and
    therefore they can do the same to you in future, if no one stops them
    from doing so. The corrupt government officials of the Chinese Communist
    Party want to secure their powers and wealth with lies, threats and
    brutality etc. and therefore they do not trust anyone in this world;
    this is the reason why they would do what they have been doing to me to
    you. They are extremely aggressive and therefore be prepared for their

    Every day the corrupt government officials of the Chinese Communist
    Party and the HKSAR government make some healthy people ill and take
    advantage of their illnesses to subdue them, to force them to do what
    they want, to threaten them or to extort something from them etc.. You
    may be one of their targets if you let them continue to expand their
    powers.

    lodged to BD, HKIA and The Architects Registration Board

    The relevant government officials/staff, who should be within the list
    of potential sanctions targets sent/to be sent to US congressional body
    as per the Hong Kong Human Rights and Democracy Act of 2019, of the
    HKSAR government (VERY URGENT!)

    I lodged the captioned complaints to legislative councillors of the
    Democratic Party and other legislative councillors in April, 2019. My complaints and the relevant matters are clearly stated in the e-mails
    sent to the relevant parties listed above including the relevant
    government departments and bureaus etc. by me from December, 2018
    onwards and these e-mails and the contents attached to them were also
    sent to all the legislative councillors via e-mails by me as soon as practicable. In short, my complaints are about infringement of property
    rights, vibration nuisance, public safety, fire safety, security and maladministration of the relevant government departments/bureaus and
    other relevant parties etc. which lead to serious infringement of human
    rights. In the e-mail, a copy of which is attached to this e-mail, sent
    by me to you dated Sun 10/20/2019 6:22 AM and other relevant e-mails
    sent by me to you, I have been reminding you to properly handle some of
    the relevant issues first, so that the processing of my complaints would
    be on the right track. For example, particularly and briefly, the
    legislative councillors of the Democratic Party and other legislative councillors must ensure that BD would correctly interpret the following laws/enactments and execute its duties properly as per such laws/enactments:

    a. section 2 of Cap. 123 Buildings Ordinance

    16.Grounds on which approval or consent may be refused

    (1)The Building Authority may refuse to give his approval of any plans

    (d)the carrying out of the building works shown thereon would contravene
    the provisions of this Ordinance or of any other enactment, or would
    contravene any approved or draft plan prepared under the Town Planning Ordinance (Cap. 131);

    (As I have explained before, violations of the DMC of ** are related to
    the violations of these sections of Cap. 344 Building Management Ordinance.)

    d. the relevant articles of the Basic Law including Article 4, Article
    6, Article 11, Article 29, Article 38, Article 39 and Article 42 and the relevant provisions of the Joint Declaration (Please refer to my
    previous e-mail dated Mon 8/26/2019 ** to you and other relevant e-mails mentioned above for the relevant explanations on why such

    e. other relevant sections/subsections/provisions/ordinances/regulations/laws/enactments etc.

    It is stated in Article 73 of the Basic Law that:

    Article 73
    The Legislative Council of the Hong Kong Special Administrative Region
    shall exercise the following powers and functions;
    ( 1 ) To enact, amend or repeal laws in accordance with the provisions
    of this Law and legal procedures;
    ( 2 ) To examine and approve budgets introduced by the government;
    ( 3 ) To approve taxation and public expenditure;
    ( 4 ) To receive and debate the policy addresses of the Chief Executive;
    ( 5 ) To raise questions on the work of the government;
    ( 6 ) To debate any issue concerning public interests;
    ( 7 ) To endorse the appointment and removal of the judges of the Court
    of Final Appeal and the Chief Judge of the High Court;
    ( 8 ) To receive and handle complaints from Hong Kong residents;
    ( 9 ) If a motion initiated jointly by one-fourth of all the members of
    the Legislative Council charges the Chief Executive with serious breach
    of law or dereliction of duty and if he or she refuses to resign, the
    Council may, after passing a motion for investigation, give a mandate to
    the Chief Justice of the Court of Final Appeal to form and chair an
    independent investigation committee. The committee shall be responsible
    for carrying out the investigation and reporting its findings to the
    Council. If the committee considers the evidence sufficient to
    substantiate such charges, the Council may pass a motion of impeachment
    by a two-thirds majority of all its members and report it to the Central People's Government for decision; and
    ( 10 ) To summon, as required when exercising the above-mentioned powers
    and functions, persons concerned to testify or give evidence.

    As such, the legislative councillors of the Democratic Party and other legislative councillors have both the powers and duties to handle the
    captioned complaints and/or any of the matters mentioned above and/or
    relating to such complaints as per Article 73 of the Basic Law. At
    least, the legislative councillors of the Democratic Party and other legislative councillors had to have asked BD to confirm its
    interpretation of the relevant laws mentioned above and/or before
    including, but not limited to, section 2 and subsection 16(1)(d) of Cap.
    123 Buildings Ordinance and section 18 and section 34I of Cap. 344
    Building Management Ordinance etc. and had to have started the relevant
    debates and summoning persons concerned to testify or give evidence etc.
    as per Article 73 of the Basic Law.

    However, more than 7 months have passed since April, 2019, but the
    legislative councillors of the Democratic Party and other legislative councillors have not yet demonstrated to us that they have fulfilled
    their relevant duties mentioned above as per Article 73 of the Basic
    Law. Of course, I do not think that my complaints and/or requests etc.
    stated in the e-mails sent to you by me are trivial or unreasonable.
    Indeed, some of my requests to the legislative councillors of the
    Democratic Party and other legislative councillors are some of the
    easiest jobs in this world; some of such requests are merely requesting
    the legislative councillors of the Democratic Party and other
    legislative councillors to ask the relevant government
    departments/bureaus the relevant questions as per Article 73 of the
    Basic Law, such that they can properly proceed with the relevant matters relating to my complaints mentioned above.

    Referring to the letter, a copy of which is also attached to this
    e-mail, from the Incorporated Owners of ** to the owner/tenant of ** /F
    and ** /F of ** dated 02 December, 2019, fire accident caused by the
    operation of the food business at ** /F and ** /F of ** occurred on 30
    October, 2019. The causes of this accident, among other non-compliance
    of the relevant laws by the owner/tenant of ** /F and ** /F of ** ,
    might have been avoided, if the legislative councillors of the
    Democratic Party and other legislative councillors had asked the HKSAR government the right questions as per Article 73 of the Basic Law in
    May, 2019 or so. Strictly speaking, the legislative councillors of the Democratic Party and other legislative councillors are some of the
    culprits of such fire accident and other non-compliance of the relevant
    laws due to their hesitation and/or delay in executing their relevant
    duties as per Article 73 of the Basic Law. FSD has not yet provided to
    us the full report of the fire accident mentioned above and the
    owner/tenant of ** /F and ** /F of ** is still operating its food
    business at ** /F and ** /F of ** as usual. FEHD has not yet suspended
    the food business license of the food business at ** /F and ** /F of **
    and BD has not yet revoked the drawings relating to such food business
    licence. The relevant government departments have inspected ** /F and **
    /F of ** a number of times since January, 2019 or so, but such fire
    accident still occurred. As such, the relevant government departments
    and bureaus have not fulfilled their relevant duties mentioned before
    and have violated the relevant laws and they are not credible. Come on!

    In short, for reasons mentioned above, the relevant legislative
    councillors of the Democratic Party, other relevant legislative
    councillors, FEHD, BD and FSD etc. are the culprits of serious
    infringement of human rights. With respect to the serious
    problems/serious infringement of human rights mentioned above and the
    Hong Kong Human Rights and Democracy Act of 2019, I would recommend
    that the Chief Executive of the HKSAR, the Secretary for Food and
    Health's Office (Food and Health Bureau), the Secretary for Development (Development Bureau), the Director of FEHD, the Director of BD, the
    Director of FSD and/or other relevant government officials/staff of the
    HKSAR government and/or the relevant legislative councillors should be
    within the list of potential sanctions targets sent/to be sent to US congressional body, as economic sanctions and penalties on Hong Kong and mainland China officials found to suppress democracy and human rights in
    the city and/or on those who undermine its autonomy must be imposed.

    As such, the legislative councillors of the Democratic Party and other legislative councillors must execute their duties mentioned above as per Article 73 of the Basic Law immediately.

    Please refer to my previous e-mails sent to you from March, 2019 onwards
    for the relevant elaboration of the
    points/issues/matters/complaints/etc. stated/outlined above and/or the
    relevant pieces of evidence.

    A text file named 'Table of Appendixes dated 12 December 2019' is
    attached to this e-mail from me to you for your easy reference. My
    complaints lodged to you via my e-mails sent to you from December, 2018
    onwards are justified in the contents, which are listed in the second
    column in such 'Table of Appendixes dated 12 December 2019', including
    the relevant documents, e-mails and evidence etc. correspondingly in the relevant Appendixes, to which the relevant reference numbers are
    assigned in such 'Table of Appendixes dated 12 December 2019', listed in

    2019' were sent to you via e-mails by me previously. Some of such
    contents may be attached to this e-mail or the subsequent e-mails to be
    sent by me to you.

    Please take all relevant points/reasons stated in this e-mail and/or the attached e-mails/letters and/or my previous e-mails sent to you from
    December, 2018 onwards and all evidence sent to you by me into
    consideration in processing the captioned complaints. Please forward

    the Duty Lawyer for his/her processing of the captioned complaints.

    In your reply to my complaints/e-mails, please pinpoint any
    mistakes/nonsense, if any, in my e-mails sent to you or to be sent to
    you. You can do so by simply highlighting such mistakes/nonsense with,
    say, green colour. Otherwise, you are not handling my complaints/requests/recommendations/etc. properly. Please be reminded to forward any relevant correspondence or e-mails etc. to me as soon as

    The case number assigned by The Ombudsman is **. Complaint against AP
    lodged to BD, HKIA and The Architects Registration Board

    The relevant government officials/staff, who should be within the list
    of potential sanctions targets sent/to be sent to US congressional body
    as per the Hong Kong Human Rights and Democracy Act of 2019, of the
    HKSAR government (VERY URGENT!)

    With reference to the letter, a copy of which is attached to this
    e-mail, from the Incorporated Owners of ** / ** , the property
    management company of ** , to the owner/tenant of ** and ** of ** dated
    02 December, 2019 and our recent telephone conversations and with
    respect to the fire accident occurred in ** on 30 October, 2019 and
    mentioned in such letter (hereinafter referred to as the fire accident),
    please note the followings:

    1. FEHD says the fire accident occurred in the common part at ** of ** ,
    but such fire accident did not occur in the so-called Air-conditioning
    Machine Room (冷氣機房) at ** of ** . Using the attached drawing showing the
    **/F of ** , FSD, FEHD, the Incorporated Owners of ** and ** have to
    indicate the exact location of the fire accident on such drawing
    immediately.

    2. FSD, FEHD, the Incorporated Owners of ** and ** should have notified
    the owners of ** of the fire accident as soon as they knew the accident.
    The owners of ** were notified of such accident only in December, 2019,
    but such late notification of the fire accident is not acceptable. FSD,
    FEHD, the Incorporated Owners of ** and ** had to alert the owners of **
    to such accident on 30 October, 2019.

    3. FSD has not yet provided to us the full report of the accident. FEHD,
    BD and FSD etc. have not yet been able to inform us of the details and
    cause of the fire accident.

    4. The owner/tenant of ** and ** of ** is still operating its food
    business at ** and ** of ** as usual and I cannot see that the
    owner/tenant of ** and ** of ** has any intention to remove the air conditioning and ventilation system and any other items installed by the owner/tenant of ** and ** of ** within the common parts of ** mentioned
    before and shown in the photos I sent to you on 15 December, 2019 via
    e-mail.

    5. ** says that it would issue another warning letter to the
    owner/tenant of ** and ** of ** on 02 January, 2019. It is too late to
    warn the owner/tenant of ** and ** of ** on 02 January, 2019, because
    the risks of further fire accident occurring in ** due to problems of
    the air conditioning and ventilation system installed by the
    owner/tenant of ** and ** of ** still persist, as FEHD, BD and FSD have
    not yet been able to inform us of the details and cause(s) of the fire accident/fire hazard.

    Under the circumstances mentioned above, the Incorporated Owners of **
    and ** must request the owner/tenant of ** and ** of ** to dismantle and
    remove all its air conditioning and ventilation system and any other
    items installed by the owner/tenant of ** and ** of ** within the common
    parts of ** mentioned above immediately as per Cap 344 Building
    Management Ordinance without any further delay. Otherwise, the
    Incorporated Owners of ** and ** may be liable, if another fire accident occurred in the common parts of ** mentioned above.

    6. According to what FEHD told me over the telephone, the fire accident occurred within the common parts at ** of ** near ** adjacent to ** .
    There is no fire separation wall between such common part of ** and the
    fire escape staircase spanning from ** to ** of ** as shown in the
    attached photo. As such, fire, heat and smoke etc. may spread to such
    fire escape staircase, if further fire accident occurs in the common
    parts of ** mentioned above in future. I have raised this issue with the relevant government departments including BD and FSD etc., but BD had
    not yet explained why it approved/accepted the relevant drawings
    relating to the minor works including the air conditioning and
    ventilation system and any other items installed by the owner/tenant of
    ** and ** of ** mentioned before without such fire separation wall being incorporated into such drawings.

    7. In view of the slow response from the relevant parties, the relevant
    parties have not yet demonstrated that they really care about the
    accident and the non-compliance of the law by the owner/tenant of ** and
    ** of ** .

    It can be inferred from the facts stated above that FEHD is unable to
    control the operation of the food business at ** and ** of **
    properly.
    Brutality may be obvious or not obvious. A police officer shooting an
    innocent person without any good reason is obvious brutality. There are
    other brutalities which are less obvious than this obvious brutality,
    but such other brutalities may be as deadly as this obvious brutality.
    To prove this statement, we must first find out something, which are the things, which are such other brutalities which are deadly but not
    obvious, in the way as follows:

    In view of the circumstances mentioned above, it is possible that
    another fire accident due to overloading or overheating of the air
    conditioning and ventilation system mentioned above would occur in
    future and it is possible that such fire accident may cause serious
    injuries or death of people. In short, the risk of such fire accident
    causing serious injuries or death of people exists. The relevant staff
    of the HKSAR government, the relevant government officials, the relevant legislative councillors and judges etc. must understand such risk, as
    the HKSAR government, Legislative Council and the Judiciary are
    responsible for controlling/limiting/minimising such risk under limited resources under the Basic Law. The HKSAR government, the Legislative
    Council and the Judiciary are to control/limit/minimize such risk as per
    the relevant laws/enactments mentioned before. Some of these
    laws/enactments are as follows:

    a. It is stated in Article 73 of the Basic Law that:

    Article 73
    The Legislative Council of the Hong Kong Special Administrative Region
    shall exercise the following powers and functions;
    ( 1 ) To enact, amend or repeal laws in accordance with the provisions
    of this Law and legal procedures;
    ( 2 ) To examine and approve budgets introduced by the government;
    ( 3 ) To approve taxation and public expenditure;
    ( 4 ) To receive and debate the policy addresses of the Chief Executive;
    ( 5 ) To raise questions on the work of the government;
    ( 6 ) To debate any issue concerning public interests;
    ( 7 ) To endorse the appointment and removal of the judges of the Court
    of Final Appeal and the Chief Judge of the High Court;
    ( 8 ) To receive and handle complaints from Hong Kong residents;
    ( 9 ) If a motion initiated jointly by one-fourth of all the members of
    the Legislative Council charges the Chief Executive with serious breach
    of law or dereliction of duty and if he or she refuses to resign, the
    Council may, after passing a motion for investigation, give a mandate to
    the Chief Justice of the Court of Final Appeal to form and chair an
    independent investigation committee. The committee shall be responsible
    for carrying out the investigation and reporting its findings to the
    Council. If the committee considers the evidence sufficient to
    substantiate such charges, the Council may pass a motion of impeachment
    by a two-thirds majority of all its members and report it to the Central People's Government for decision; and
    ( 10 ) To summon, as required when exercising the above-mentioned powers
    and functions, persons concerned to testify or give evidence.
