HK should re-implement caning law until 1990 on those vandals caught vandalising public and private properties. The vandals will remember it for
the rest of their life. Caning is effective law used by the colonial British
on colonial countries and Britain, too.
HK should use caning of their vandals. Persons caught in vandalising of
private and public properties in HK should be jailed and caned. In fact, the people of those countries love to keep the canning law, as they say it is a effective tool to change a person than the death penalty.
