If the Chinese system is so effective, why does it only work in China and isn't being adopted by other developing nations?
I can answer from a Brazilian perspective.

Most Brazilian nationalists are inspired by China’s system and policies at least to some degree. If they were in power, they would surely try to implement some parts of it, at least.

However, the mainstream media here, and the institutional parties, and the extractivist elites (who are very happy being rich by just exploring people’s work as slaves and importing complex goods) all work together to undermine national sovereignty.

They don’t want a sovereign and proud country: nor the media, nor the corporate elites, nor the parties (all are the same, basically) because such a country would be, by definition. a place where no one can live as a god incarnate trampling on most
people (as the populace would, among other things, be educated and have immense potential/oportunities, as it is in China).

Hence, they do everything to boycott state-run enterprises, public health, public basic education etc. They want the population to continue illiterate, poor, desperate, hungry, vulnerable and ignorant - such a population is softer and easier to command.

We would need a revolution (like in China) to rout out these poisonous weeds (media, parties of milionaire politicians, slavelord-like corporate elite) - and, after some 15 years of intense purging from our Hypothetical Mao, we could have a national Deng
Xiaoping to rebuild things nearly from scratch.
