He suggested technology-based planning and not finance-based planning
whereby finance is continually spent in developing a "silver bullet" to counter whenever China's advances.

Not much value in his calling in looking at exploiting existing technologies to keep US ahead of world when he used his word in saying is to keep China
    at bay.

It is clear his intention is drum up his support for the Republican party of which the late president Reagan was from the party.

The point he should learn is to respect China for what she is and not trying to subvert China in order to keep China at bay.

It is a fact the US does respect Russia but not China is merely because US accepts the Asian as CEO and therefore needed additional tools to get rid of the pests,. Hence, the meeting at the sky is necessary.

    technology-based planning or finance-based planning...
The problem is the number of people in China. The more people you have, the chances are better to have more smart people, in technology AND in finance...
Plus, Chinese have been poor for way too long... They are willing to work... long hours...
study harder, think harder... to get ahead...
You are seeing all these in action today in China...
