    Chalk one up for the whole process people's democracy in 21st century China.

    There is a Chinese two thousand years old saying of 朝令夕改 (A rule announced
    in the morning changed in the evening). This means a policy was implemented before officials had sufficiently consulted the people and/or sufficiently considered the situation. Needless to say, all governments inevitably make mistakes. China with the longest history certainly makes more mistake than other. However, it does do a better job in getting people to receive vaccination,
    past and present.
