In what way is the Chinese belligerent? They have not encircled any country with military bases. Their navy or air force is not present near to any country far away from their shores.
The US and its dogs like the Japs, Brits, French, Indians have their navies in the South China Sea and sail through the seas near to China with impunity. Their submarines are prowling under the seas of China. US military aircraft have frequently flown
very close to Chinese airspace.
The US is prodding its dogs to be belligerent towards China. Japan is behaving aggressively towards China. India is building up its military along its border with China aggressively.
"China's belligerence" is baloney.
