The rise of organized retail crime will be front and center at a Tuesday congressional hearing amid the end-of-year holiday shopping boom.

The House Homeland Security Committee’s Subcommittee on Counterterrorism,
Law Enforcement, and Intelligence is holding a hearing titled "From
Festive Cheer to Retail Fear: Addressing Organized Retail Crime."

Among the witnesses expected to testify are representatives from Home
Depot and the National Retail Federation, according to a witness list
    previewed by Fox News Digital.

On the government side, lawmakers will hear from Homeland Security
officials in the Secret Service as well as Immigration and Customs
    Enforcement.

Subcommittee Chair August Pfluger, R-Texas, blamed "soft-on-crime
policies" for the problematic trend in a statement announcing the hearing.

"By putting criminals over communities, families, and small business
owners, hardworking Americans across the country are being forced to pay
the financial and emotional costs of these failed policies," Pfluger said.

"Amid an unprecedented spike in retail crime, reports also suggest many professional shoplifters or boosters are part of a much larger
organization of criminals — including transnational criminal organizations (TCOs) that are taking advantage of our open borders," he added.

Rep. Seth Magaziner, D-R.I., the top Democrat on the panel, said in a statement, "Organized retail crime endangers small businesses, workers,
    and consumers."

It comes as big cities like Washington, D.C., and New York City deal with rising retail theft issues.

Big chain stores in those cities like CVS and others have been forced to
lock up merchandise behind plastic barriers to keep them from being stolen
    off the shelves.

A recent survey by the National Retail Federation found that 70% of
retailers believe organized retail theft has become a more prevalent issue
    in recent years.

Accepting all that is true, what makes it a federal issue? Perhaps the
repeal of the 9th and 10th Amendments? I must have missed that one.

Laws regarding the amount of force used to protect property must be

Organized crime interfering with commerce. Doesn't that make it a RICO offense? It did for the mob, the cheating teachers of Atlanta and as
several black sacrificial leftist DAs saw it, Trump.

Was Dinkins kicked that off. Giuliani kept with the program but it was Dinkins got the
    ball rolling.

    That is correct.
David Dinkins expanded the police super big time.
Giuliani expanded upon that by creating squads that specialized in various types of crime. So
    gangs, auto theft and others.
Aside from the race relations which Dinkins screwed up, he was a pretty decent mayor. Certainly
    better than Bill DeBlasio.

Bloomberg left it alone and the good continued.
Enter Bill DeBlasio and he abolished most of the policies that kept NYC safe and now it is once
    again a crap trap.

That's a lie commonly told in right wing media. The crime rates in NYC are surprisingly
low for a major metro area and NYS also enjoys very little crime.

    Not true.
While the murder and rape rate has dropped in NYC, other crimes have skyrocketed.
Theft, smash and grab, auto theft, car jacking and so forth.
The perps know that if they get caught they will be out of jail in 24 hours and most likely get a
slap on the wrist, if anything.
Ask any NYC resident what they think of the city and they will tell you it's very unsafe, because
    it is.
