In the 35% White city of Rochester, NY, whose murder rate was once calculated to be equal to that of Nigeria's, Black Mayor Malik Evans has unveiled a $500 universal basic income to serve qualifying
"individuals."
"This program is founded in the belief that individuals in poverty are
best positioned to make informed financial decisions to address their household needs," Mayor Evans said at the city hall press
conference. "Folks aren't going to get this money and waste it."
