Sanctions on the DPRK are justified due to the fact that they launched a missile over japan, have developed an ICBM capable of striking the US and plan to proliferate that technology to Iran and any other highest bidder. They are in violation of the UN
NPT treaty of 1968. DPRK does not need nukes, they are a satellite of the PRC, and by extension the PRC can act as their Nuclear deterrent. Just imagine the the cost and human toll of suffering the north korean peasants had to endure, while Kim Jong Un
wasted the treasury on building nuclear weapons so he could play communist big shot, never mind the fact, that the DPRK is a communist monarchy.
