Was the bombing of the Chinese embassy in former Yugoslavia during Kosovo air war really an "accident"?

I would remain skeptical of any official reports of this event. The Chinese were probably providing intelligence to the FY during the Kosovo air campaign, using monitoring equipment in their embassy. This may have been possible through careless
technology transfers with China during the 90's, especially "dual use" civilian/military technology. Also, perhaps the Chinese were able to obtain debris from the downed F-117, and kept it for the time being in their embassy? So it is possible that the
CIA sent the Chinese a message for possible spying, while publically saying it was an accident.
